The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The Enterprise IT (EIT) Directorate oversees the strategic vision and implementation plan for IT systems and solutions for the enterprise at Leidos Biomedical Research, providing operational information and data systems support to Frederick National Laboratory for Cancer Research. The EIT PMO is responsible for successful IT project execution across the Frederick enterprise. Responsibilities include ensuring project success through the full project life cycle using the NCI at Frederick governance process, ensuring compliance with Leidos Biomed and NCI project management standards, and managing EIT policies, procedures, and operational manuals. The EIT PMO oversees the EIT portfolio, promoting pragmatic yet sound processes for work intake, prioritization, and successful execution within a transitioning SAFe (Scaled Agile Framework) environment.
KEY ROLES/RESPONSIBILITIES
This position will primarily focus on facilitating the agile transformation. This role will include the following responsibilities:
- Agile Leadership
- Act as a (senior) Scrum Master for enterprise-level Agile projects, facilitating Scrum ceremonies, ensuring Agile principles are upheld, and enabling continuous delivery within cross-functional teams
- Coach teams and stakeholders on Agile practices and principles, supporting the organization’s transition to SAFe and fostering a collaborative and empowered team culture
- Serve within the SAFe organization by driving alignment, transparency, and predictable delivery across multiple Agile teams
- Support the RTE in Program Increment (PI) planning events and assist in managing and tracking program-level execution
- Project Management
- Assists in the planning and execution of project(s) having an internal focus from initiation through delivery. Organizes cross-functional activities, ensuring completion of the project while adhering to budget, scope and schedule requirements. Serves as an in-house project consultant for evaluating needs and vendor requests for proposals. May build tools/products for company internal use. Plans and directs implementation efforts
- Lead cross functional team to deliver new IT capabilities, managing the effort from inception through operations
- Work with customer to define a clear business need, scope and high-level requirements
- Work with technical staff, Enterprise Architect, Software Engineers, and infrastructure engineers to perform analysis of alternatives. Document the results with a recommendation and Total Cost of Ownership in a business case for governance review
- Work with LBR purchasing and subcontract teams to complete acquisition for COTS solutions
- Create a task breakdown and schedule, assign cross functional team members and assure completion. Schedule and lead project meetings as needed to assure implementation. Use SAFe constructs vice waterfall process as EIT transitions to SAFe
- Manage the delivery of complex IT projects, serving as a liaison among stakeholders, ensuring new projects are initiated correctly, and providing technical oversight, task estimation, and execution
- Lead and direct a matrixed team in the design, implementation, and modification of projects spanning functional organizations
- Ensure the delivery of projects in accordance with the project management lifecycle, meeting schedule, budget, and scope requirements while providing technical and analytical guidance to the project team
- Portfolio and Process Management
- Promote a unified process for intake, prioritization, and execution of IT initiatives
- Contribute to the development and implementation of project and Agile process standards, templates, and procedures
- Track and report on team-level progress, risks, and dependencies while facilitating resolution of impediments and dependencies across teams
BASIC QUALIFICATONS
Candidates To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of five (5) years of progressively responsible experience facilitating Agile teams, including experience with software development lifecycle management
- Demonstrated experience transitioning traditional project management (e.g., Waterfall) to Agile delivery models
- Strong facilitation and coaching skills for Agile methodologies, including Scrum and SAFe practices
- Exceptional written and oral communication skills to engage and manage diverse stakeholders
- Experience with Work Breakdown Structure (WBS), resource management, and scheduling across multiple agile teams
- Proficiency in tools like ADO (Azure DevOps), JIRA, Confluence, or other project management software
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Project Management Professional (PMP) certification or Agile certifications (e.g., SAFe Program Consultant [SPC], SAFe RTE, Certified Scrum Master [CSM], or Agile Project Management certification)
- Hands-on experience supporting transitions and transformations in a SAFe Agile environment
- Proven track record of leading Agile transformations and coaching teams at an enterprise scale
