The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION:

The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

The Bioinformatics and Computational Science (BACS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science.

The Center for Technical Operations Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute’s (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. CTOS works collaboratively with the NCI to define the requirements and deliver a successful project.

KEY ROLES/RESPONSIBILITIES:

  • Will support the Childhood Cancer Data Initiative (CCDI) and the NCI’s Clinical Research Data Commons (CRDC) Data Submission Portal (DSP)
  • Lead and direct a highly technical, diversely skilled, and geographically dispersed team while fostering and nurturing a collaborative work environment
  • Contribute to requirements gathering and analysis for projects
  • Follow established procedures and suggest updates to enhance efficiency and effectiveness of procedures
  • Proactively communicate and collaborate with NCI project officers, external and internal customers to analyze information needs and functional requirements
  • Proactively communicate to CTOS Project Management Office (PMO) any major issues that are on the horizon before they are realized
  • Know who the product is for, how it will be used and how to use it
  • Provide project status updates, generate reports and track tasks and issues
  • Perform project-specific Agile-related responsibilities (run scrum meetings, conduct sprint planning, retros, etc.)
  • Manage risks and adjust to ensure the successful completion of project tasks
  • Share lessons learned with the other project managers in the PMO
  • Initiate and facilitate process improvement initiatives
  • Other duties as required

BASIS QUALIFICATIONS 

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: 

  • Possession of Master’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years of progressively responsible experience in project management related activities
  • Demonstrated success in managing software development projects and processes, show evidence of thought and leadership, and have experience working in a highly integrated, multi-disciplinary environment
  • Must demonstrate success in managing software development projects including the ability to initiate and plan a project, execute, control and monitor and close out a project, including skills to develop a technical project with a schedule and budget, successfully execute on the project with continuous risk assessment and mitigation, schedule and budget management, and status reporting
  • Demonstrate gathering requirements from groups unfamiliar with providing or articulating detailed requirements
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS 

Candidates with these desired skills will be given preferential consideration:  

  • A minimum of five (5) years serving as the Project Manager on large scale projects developing distributed software tools or technology for Federal or Commercial customers
  • Experience working with data models and dealing with complex data structures
  • Extensive experience managing large, Agile software development projects for real-time systems, including experience as Scrum Master
  • Extensive experience leading the design, development and delivery or Web 2.0 systems using HTML/HTML5, Java, JavaScript, ReactJS, SQL, CSS, OOP, Python
  • Experience as an Applications Specialist or similar client role as part of a sales and/or support team
  • PMP certification 

EXPECTED COMPETENCIES:

  • Must be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projects.
  • Excellent skills with Microsoft Office Suite, the Google Suite, Jira, and project management tools.
  • Excellent verbal and written communication skills, including experience working directly with customers to discuss their requirements and objectives.
  • Maintain necessary project artifacts on a collaboration platform, where stakeholders can self-serve their documentation needs.

The posted pay range for this job is a general guideline and not a guarantee of compensation or salary. Additional factors considered in extending an offer include, but are not limited to, responsibilities of the job, education, experience, knowledge, skills, and abilities as well as internal equity, and alignment with market data.
