ATCC is seeking a dynamic Program Manager II to support our Federal Select Agent Program and manage multiple complex projects within our Federal Solutions department. In this role, based in Manassas, VA, you will ensure regulatory compliance, manage support teams, lead projects through all phases from concept to completion, communicate with and influence stakeholders, and recommend opportunities for program growth while participating in new business acquisitions. Responsibilities

  • Regulatory Oversight - Function in a leadership role for the Federal Select Agent Program, ensuring compliance with all federal regulations.  Develop and implement processes to maintain regulatory standards and manage interactions with federal regulators.
  • Project Management - Oversee integrated, cross-functional project plans, ensuring consistent practices and efficient operations.  Translate long-term objectives into actionable short-term tasks.
  • Financial and Resource Oversight - Manage program costs, resource allocation, budgets, and schedules.  Provide forecasts, maintain status summaries, and analyze metrics for efficiency.
  • Team Leadership and Stakeholder Communication - Communicate with and influence stakeholders, including Senior Management.  Hire, train, and lead staff, ensuring effective delivery and team motivation.

Qualifications

Education and Experience:

  • Bachelor's degree and 7 or more years' experience, including 2 years' supervisory or equivalent experience.
  • Extensive experience with federal regulations, particularly the Federal Select Agent Program, highly preferred.

  • Proven ability to develop and implement quality and regulatory compliance processes.

  • PMP (Project Management Professional) certification or equivalent preferred.

  • Demonstrated experience managing complex, cross-functional projects from inception to completion.

  • Proven leadership experience, including hiring, training, and managing professional staff.

  • Excellent communication and interpersonal skills, with the ability to influence and manage relationships with stakeholders, including federal regulators and senior management.

  • Experience in motivating and leading teams to achieve high performance.

  • Performs other duties as assigned.

Benefits

The expected salary range for this position is $140,000 to $155,000 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program.
