Position Brand Description:
Manage employee career development, resolve human resource issues, and mentor engineering team of professionals. Manage technical issues and provide leadership to engineering team to ensure reliable supply of Utilities throughout the Lilly Technology Center (LTC) Campus. Suggest process improvements and optimize the operations through business process improvements. Ensure that the LTC utility systems are operated and maintained in a reliable, cost effective and compliant manner to meet stakeholder requirements.
Key Objectives/Deliverables:
Drive the safety culture and Health, Safety & Environmental (HSE) compliance in daily work
- Comply with all HSE aspects and support departmental HSE plans, including Process Safety Management goals and objectives.
- Promote the use of behavioral based safety, BSafes, Job Safety Analyses, employee wellness, and safety walkthrough programs.
- Ensure proper execution of self-assessments for HSE programs.
- Lead or participate in monthly all-team safety meetings.
- Provide a safe working environment by continued development of the safety strategy efforts to help drive continuous improvement and accountability.
- Engage the team in safety initiatives.
Quality
- Provide qualified resources of appropriate education, experience, and training to execute the roles and responsibilities of the LTC Utilities Process Engineering team.
- Evaluate and approve Quality Plans, deviations, change controls, and qualification documents.
- Escalate quality issues to Global Facilities Managment (GFM) leadership and Quality Assurance leadership.
- Ensure that LTC Utilities Engineering is in alignment with the current interpretations of GMPs and Lilly Quality Standards.
- Represent LTC Utilities Operations in internal and external inspections.
- Ensure compliance with internal and external requirements. Serve as the Local Standard Point Person for the implementation of engineering functional standards for the Utilities organization.
- Ensure personnel learning plans are accurate for their roles and training compliance is maintained at 100%.
Operational/Technical Excellence
- Provide technical guidance to the LTC Utilities group.
- Monitor and report performance metrics for LTC Utilities Process Engineering, some of which is to be reported in GFM metrics.
- Participate as a member of the LTC Utilities Lead Team.
- Ensure equipment reliability plans are in place. Serve as the site reliability champion.
- Provide advice to customer groups on the interpretations of site utility requirements. This includes maintenance of customer service level agreements.
- Coordinate and lead periodic customer/supplier forums with utility service providers.
- Ensure key engineering information and business processes are managed for document accuracy (maintenance documents, drawing management, equipment & process documents).
Productivity/Continuous Improvement
- Partner with LTC manufacturing plant sites and GFM leadership to implement a shared vision and align strategically with the company’s direction and customer requirements.
- Meet the LTC Utilities Process Engineering financial objectives through planning, directing, controlling, implementing, evaluating, monitoring, and forecasting as needed to achieve expense budgets and capital plan targets. Ensure compliance with the Financial Responsibility and Authorization Policy.
- Sponsor and participate in Lean projects.
- Maintain the LTC Utilities Business Continuity Plan (BCP) and associated documents. Understand emergency management and site outage practices. Lead periodic BCP Tabletop reviews.
- Partner with site master planning personnel to maintain master plans for LTC Utilities and assess impact.
- Manage the Resource Assessment process and capital governance teams with planning and monitoring of capital and project expense dollars.
People
- Ensure the development of LTC Utilities Engineering resources through the application of HR processes (goal setting, coaching, development plans, and career discussions).
- Communicate with internal customers to ensure alignment with their needs.
- Propose and implement organizational changes within LTC Utilities Process & Reliability Engineering.
- Manage external contract resources as well as internal technical and project management resources, as needed.
- Utilize recognition tools as appropriate to reward individual and team accomplishments.
- Determine staffing and resource needs.
- Recruit new technical professionals.
Basic Requirements:
- B.S. degree in engineering or related technical field.
- 5+ years of relevant experience in utilities and facilities engineering. This could include assignments in facilities management, maintenance, reliability or manufacturing operations.
Additional Preferences:
- Relevant experience operating in an FDA-regulated environment
- Lean certified
- CMRP certification
Other Information:
- Hazardous operations exist in the utilities areas that may utilize acid, caustic, steam, chlorine, at high pressures and temperatures. Some of the utility systems create high noise levels within the facilities. Employees must wear appropriate PPE.
