The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

The Director of Enterprise Program Execution is responsible for the enterprise-wide program and project management efforts at Leidos Biomedical Research (LBR). This senior leadership role is responsible for developing and implementing best practices, processes, and tools that align with the unique mission and needs of the Frederick National Laboratory (FNL).
The Director will lead the Project Management Operations Office (PMOO) and establish a Program Execution and Mission Assurance function to ensure compliance, foster continual improvement, and manage key organizational performance metrics across the enterprise.
The Director of Enterprise Program Execution must maintain an understanding of all programs/projects, risks, and technologies in order to provide regular support, oversight and guidance to Program Managers both in pre-award and post-award engagement. This includes oversight of programs through regular reviews and deep dives, as well as regular involvement of proposals to ensure awards are optimally executable.
Candidates for this critical leadership role must have an in-depth understanding of Program Management best practices, tools and processes, including an understanding of earned value management principles. Importantly, candidates must have a demonstrated ability to lead change initiatives and balance competing stakeholder interests while driving to strategic objectives.
The position responsibilities include working across programs ensuring standardization with processes, planning, tracking, and execution of complex tasking within technical, schedule, and budget constraints.
KEY ROLES/RESPONSIBILITIES
- Leadership & Strategy:
- Foster buy in and trust across a broad stakeholder constituency.
- Represent LBR in all aspects of program execution.
- Lead the development and execution of enterprise-wide program/project management strategies and initiatives.
- Direct the Project Management Operations Office (PMOO), ensuring alignment with FNL’s mission and operational objectives.
- Establish and maintain the Program Execution and Mission Assurance function, focusing on compliance, customer relationship management, and continual improvement.
- Act as liaison with functional organizations (Contacts, Subcontracts, Finance, Human Resources etc.) to coordinate program support consistency.
- Program Management:
- Optimize work initiation and change management practices, ensuring seamless integration across FNL directorates.
- Lead a decentralized team of project management subject matter experts across FNL, promoting scalable and adaptable capabilities tailored to each directorate's distinct operational and customer needs.
- Serve as a trusted resource for LBR programs, providing expert guidance on new work and change management processes.
- Ensures corrective action plans are in place and executed to resolve program performance issues.
- Performance & Compliance:
- Develop and maintain key organizational performance measures, driving the consistent delivery of high-quality program execution.
- Ensure enterprise-wide compliance with tailored program execution standards, continually improving processes to meet evolving requirements.
- Partner with directorate Program Execution leads to support FNL’s mission through effective program execution.
- Provides advice, counsel, mentoring, and training to program and project managers.
- Develop and implement a customer experience program to ensure internal and external customer expectations are identified, measured, and consistently met.
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Bachelor’s degree in Business Administration, Project Management, or in a related field from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
- In addition to the education requirement, a minimum of ten (10) years of experience in program/project management, with at least eight (8) years in a leadership role.
- Proven track record of leading large, complex projects and teams in a scientific or technical environment.
- History of successfully communication and relationship development with Senior Level government customers (GS15, Senior Executive Service (SES) etc.) or commercial sector equivalent (Executive Leadership, C-Suite, etc.).
- Experience operating in a government contracting environment including proposal development, large scale program execution, risk management and mitigation.
- PMP (Project Management Professional) certification or equivalent required.
- Strong leadership and strategic planning skills with the ability to lead with indirect authority.
- Expertise in program/project management methodologies, tools, and best practices.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively across all levels of the organization.
- Strong analytical and problem-solving skills with a focus on continual improvement and innovation.
- Ability to manage multiple priorities in a fast-paced, dynamic environment.
- Ability to obtain and maintain a security clearance.
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Experience in life sciences laboratory operations preferred. Significant experience in highly regulated operational environments highly desired.
- Master’s degree or Ph.D.
- Certifications in Lean Six Sigma, Agile, or related methodologies.
- Certification/training in Earned Value Management.

Compensation Range: 182,000.00 - 312,750.00
