The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The Research Subcontracts Group provides acquisition support to the National Cancer Institute's (NCI), Frederick National Laboratory for Cancer Research (FNLCR) as well as operations and specific subcontracting support for the NCI-Bethesda, National Institute of Allergy and Infection Diseases (NIAID) and other related Government initiatives. Specifically, the subcontracts team provides pre/post award acquisition and administration for highly complex research programs, scientific services, field trials, and related projects at FNLCR through execution of agreements with third parties, often commercial companies and non-profit research institutions or universities.
KEY ROLES/RESPONSIBILITIES
We are seeking a motivated self-starter who can work independently and as part of a team in a dynamic environment. Under limited supervision, the Subcontract Administrator is responsible for activities that span the entire procurement cycle, including but not limited to: preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions and subcontract administration. Subcontracts will be in support of federal programs that support the FNLCR.
The Subcontract Administrator Responsibilities:
- Ability to prepare RFP solicitations in accordance with Leidos Biomed policies/practices and Government requirements.
- Works hand in hand with FNLCR Teams: Accounting, Project Controls, and Contracts to ensure Program requirements are met in a timely manner and provide advance notice when schedules change.
- Develop close working relationships with all members of the FNCLR to include internal/external clients and subcontractors.
- Perform daily Subcontracting activities and duties with limited supervision.
- Prepares and administers various types of subcontracts, task orders, and modifications to include but not limited to; CPFF, CR, FFP, LH, T&M, IDIQ.
- The ability to assist with negotiations of terms and conditions, perform price analyses, and prepare other subcontract-related documents.
- Responsible for monitoring subcontractor performance, including management of deliverables and payment of invoices.
- Ensures that subcontracts are in accordance with legal requirements and FNCLR requirements.
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor’s degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency.
- General understanding of Government (Federal Acquisition Regulations) Contracting.
- Procurement background.
- Ability to multitask and to respond to urgent demands.
- Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
- Attention to detail, problem-solving, and strong time management skills.
- Proficient in MS Office Excel/Word/Outlook.
- Ability to travel as needed for business purposes.
- Ability to obtain and maintain a security clearance.
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- At least two (2) years of related experience.
