Lilly is currently constructing an advanced manufacturing facility for production of API molecules located in Lebanon, IN (Lilly Lebanon API). This facility is Lilly’s largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities. This is a unique opportunity to be a part of the site team for the startup of a greenfield manufacturing site, and the successful candidate will help to build the organization, facility, and culture to enable a successful startup into GMP manufacturing operations. 

Main Purpose and Objectives of Position: 

The Associate Director Health, Safety, and Environmental (HSE) serves as the deputy to the Senior Director HSE and is responsible for leading a team of HSE employees to ensure health, safety, multi-media environmental, and HSE management system compliance and operational excellence at the Lilly Lebanon API facility, which is comprised of multiple production buildings, storage tank farms, utilities, waste operations, and laboratory and administrative facilities. The Associate Director HSE is responsible for the productivity and development of the HSE employees, resolution of health, safety, and environmental issues and ensuring compliance to global and regulatory requirements. This role provides HSE oversight for all site operations with a focus on health, safety, and industrial hygiene compliance and performance.

In the project delivery and startup phase of the project (startup expected 2025 to 2027), the HSE roles will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up. 

Key Responsibilities for this role include:

Pre-Startup and Startup Phase:

  • Provide collaborative, inclusive, and energetic leadership while supporting the broader HSE team and other functions as needed across all aspects of operational readiness and startup, including definition and development of tools and coaching needed to achieve HSE compliance and a positive site culture.
  • Collaborate with the Senior Director HSE to identify and define the necessary capabilities, capacity, and priorities needed to build an HSE organization and culture that will operate and support the site to the highest standards of HSE and operational excellence by leveraging existing Lilly guidelines and incorporating external experiences and knowledge.
  • Support the project team to deliver the facility as a key stakeholder providing feedback and support on HSE-related design decisions and startup plan while ensuring decisions meet project deliverables and compliance requirements. 
  • Develop and adapt the HSE organizational structure where needed to provide correct and capable resources to support the site to full-scale GMP manufacturing. 
  • Build technical relationships with the relevant corporate/global/Indianapolis departments and as needed and support strategic corporate initiatives at the site level. 

Post Startup:

  • Provide functional leadership and HSE program ownership to support the HSE management system and ensure compliance with relevant regulations and Lilly Global standards for HSE.
  • With the site HSE leadership team, define and support the site HSE priorities & roadmap; integrating cross-functional partners as needed. Contribute to the development and management of the site’s HSE business initiatives, HSE Plan, and HSE metrics.
  • Ensure internal and external HSE reporting requirements are continually met.
  • Have external focus, benchmark best practices across the Lilly network and externally.
  • Support HSE team members’ technical and leadership development.
  • Escalate HSE issues, as appropriate, to line management and corporate HSE management.

Requirements:

  • Minimum of a bachelor’s degree (or equivalent) in a relevant discipline and a minimum of 5 years of experience in a leadership role managing HSE teams and programs.

Additional Preferences:

  • Experience with implementing and/or managing emergency response and security programs in a manufacturing setting.
  • Experience with implementing and managing environmental compliance programs in accordance with regulatory requirements.
  • Must have a strong ability to form effective relationships at all levels and build strong team cultures to ensure a safe and successful work environment.
  • Experienced leadership of HSE programs and HSE management systems in a manufacturing setting. Experience in API manufacturing is preferred.
  • Experience with implementing and managing industrial hygiene and occupational health and safety programs.
  • Experience interfacing with HSE-related regulatory agencies.
